About the LSTA Advisory Council

The Library Services & Technology Act (LSTA) is a federal program for libraries, administered by the Institute of Museum and Library Services (IMLS). Through the Grants to States Program, LSTA funds are directed to State Library Administrative Agencies (SLAAs) to support statewide initiatives and services, and to distribute funds through subgrants or cooperative agreements to local libraries.

To assist it in carrying out the LSTA program, each State may establish an advisory council that is broadly representative of the library entities in the State. In Oregon, this is the LSTA Advisory Council. The Council reports to the State Library Board, and oversees the Answerland Advisory Committee (AAC) and Statewide Database Licensing Advisory Committee (SDLAC).

State library board oversees the Council.

The Council assists the State Library Board in carrying out Oregon's LSTA Five-Year Plan by:

  • providing insight on the needs of library communities;
  • evaluating project proposals and grant applications;
  • guiding the use of funds for LSTA goals and priorities; and
  • assessing progress in accomplishing the State Plan.
