LSTA Advisory Council Member Handbook

Ready reference for the State Library of Oregon's Library Services and Technology Act (LSTA) Advisory Council members.

Budget

You can see all recent Grants to States allotments by state on the IMLS website. Funds are spent according to the Federal Fiscal Year (FFY) which runs October 1 - September 30.

The State Library typically spends LSTA funds administering statewide programs such as Answerland and the Statewide Database Licensing Program; supporting grant programs; providing continuing education and general consulting services to library staff in Oregon; and other projects that support the goals of the Five-Year Plan.

LSTA spending must adhere to the Electronic Code of Federal Regulations (e-CFR) Part 200 - Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards. Public libraries and school libraries using LSTA funds must certify CIPA compliance.
