LSTA Grants

County Law Libraries Grant

The State Library is providing small grants to Oregon’s county law libraries to respond directly and immediately to ongoing community needs resulting from the pandemic.

This project is funded by American Rescue Plan Act (ARPA) monies awarded to the State Library from the Institute of Museum and Library Services through the Library Services and Technology Act (LSTA).

The application period will open September 19, 2022 and will close September 30, 2022.

Funds will be distributed in advance and recipients will be expected to commit to spending the entire grant amount to the penny. All funds must be expended and invoices/receipts submitted to the State Library by January 31, 2023.

County law libraries in Oregon.

What you can spend grant funds on

Each library may request up to $5,000.

Projects must support resources or services related to ongoing community needs resulting from the pandemic. This could include, but is not limited to:

  • Purchasing print materials and/or perpetual access e-books
  • Increasing access to materials and/or collections
  • Purchasing furnishings and equipment to outfit spaces for patrons to do research, access online resources, etc.
  • Establishing or refreshing ADA workstations
  • Establishing dedicated areas for confidential virtual appointments
  • Lending devices or equipment to eliminate barriers to technology
  • Acquiring equipment to enhance your building’s Wi-Fi
  • Translation services for websites, research guides, communications, etc.

Subscriptions and licenses must fall within the grant period (in other words, must end by January 31, 2023). See Allowable Costs for information on what can and cannot be purchased with these funds.

Key Dates

  • September 19, 2022 - Applications open
  • September 30, 2022 - Applications close
  • October 5, 2022 - Applicants notified of funding status
  • October 31, 2022 - Grantees receive funds
  • January 31, 2023 - Deadline for grantees to spend funds and submit final report, including receipts

What you will be required to do, if awarded a grant

  • Acknowledge the funding source on any public-facing information or resources purchases made with these grant funds
  • Contact the State Library if you need to make changes to your project and/or budget
  • Spend ALL grant funds by January 31, 2023
  • Submit a final report, including receipts for purchases, by January 31, 2023
