LSTA Grants

Compliance

Grantees must adhere to certain state and federal statutes and regulations, as well as IMLS requirements.

General

Grantees must certify compliance with the following federal statues and regulations:

Spending

  • Grant funds may be expended for allowable costs that are consistent with Electronic Code of Federal Regulations (e-CFR) Part 200 - Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards.
  • Generally, for a cost to be allowable for an LSTA grant award, the cost must be directly related and necessary to implement one or more of the approved LSTA priorities according to Oregon's LSTA 5-Year Plan. In addition, it must be reasonable and not specifically disallowed by the State or local laws or regulations. See Allowable Costs for more details.
  • Grantees using grant funds acquire single items valued over $5,000 (for example, a specialized printer or outreach vehicle) will need to wait for the State Library to obtain permission from IMLS prior to purchase. Grantees must keep such items in an organizational inventory for the lifetime of the item and must notify the State Library when the item is disposed of. More at 2 CFR 200.313.
  • Grant funds may not be deposited into an interest-bearing account.

Records Retention

  • Grantees must keep records pertinent to the grant for ten (10) years after the end of the grant period.
